Do counteroffers delivered by email by the agent (rather than a signed form from the seller) count as official counteroffers that reject the buyers initial offer?
An email from the agent is not sufficient to bind a seller to a counteroffer, but it can effect a rejection of the offer.
Can't the buyer withdraw their offer at any time before receiving a response from the seller?
Yes, a Buyer can rescind an offer at any time before it is accepted.
The problem I see with this is that many listing agents are not presenting the offers. If there are multiples, many are just taking a few or cherry picking cash and ignoring the rest, so even if you have a date in special provisions..it doesnt get seen
If the Buyer's agent doesn't present the offer in time for the Seller to accept it, the agent is not meeting their required obligations under their license.
